"World Tour" > badly implemented move limitation
You can't equip every single move from just one single char.

For example "Luke".
You can't equip his "Sand Blast" together with his "Avenger", cause both moves are made with a quarter-circle forward motion.
With the difference that one move uses the punch button while the other one uses the kick button.

I don't know if they choose to do it this way because of the Modern controls... but this is beyond stupid for anyone who wanna play this mode with Classic controls.
This mode tries to teach you some things, and I use it to get into a single fighter.
That's why I only equip moves from the Style I'm currently using.
But the system in place makes it so that I can't try a style to its fullest with this limitation.

It really does sound like this is either for modern controls or world tour is just a tutorial.

It's a fully fleshed out mode with minigames and missions to help players get into the genre.
But I also wanted to get into these chars... but I can't at least not without sacrificing a move.

Are you sure its not just because the Moves cost too much SP to be used by your character right now?

As I'm pretty sure I saw someone using Rising Uppercut (DP+P) and Canon Spike (DP+K) on the same character before.

No, you can't equip Ken's Jinrai Kick and Hadouken, even if they are Kick and Punch respectively, because they are the same motion

100% sure.
The game tells me that a special move is already assigned to that command.

Yes, it's quite strange, I hope they fix this limitation soon, even if I'm just playing World Tour to get a nice Hub avatar and get the 2nd outfits

The mini games don't work on PC controls either, for example the bottle chopping.

It's a limitation of modern controls AFAIK.

I switched to Modern just to see how it's set-up.
And to be frank... it doesn't make much sense either for that scheme, since not the attacks have the directional inputs, the slots you equip these moves on have the input.
With how it's set-up, it even could have worked adding 2 moves with the exact same input, even it means that you have to sacrifice the classic input for one of these.

Also now happened with Marissa.
Unlocked 3 moves but I can only use 2 of them.

Seriously Capcom... fix this...
