Can't access Parking Lot - Roof // Andora III

Well, see title. Finished with Story, finished all side quest besides "The Fighty Mighty", mising like 8 enemies, one of them being on the Parking Lot Roof.

Anyone who figured out how to make the top Police officer/make the car move? Or is there another way up there (at night)?

1) He tells me to come bother him at day because he is too sleepy
2) he is having a hard time keeping his eyes open

Anyone found anything, like an unusable item from one of the shops? Like coffee beans? Or some NPC item? It's frustrating that there are zero indications.

Push. I will finish doing the last ~6 Masters before him. But this is quite frustrating.

You have to talk to the lower guard at night (there's one on the floor below him), and then the upper floor one during the day. They'll move the trucks during those respective times of the day.
