Report a translation problem
I was having similar issues on day 1 and what i did.
1 Find the latest manual driver you need and download it somewhere u can find it.
2 Make sure to disable any windows automatic driver installs.
3 uninstall all Nvid stuff with DDU
4 Reboot and install ur new triple checked latest correct driver ( I have made that mistake before)
now for the tweaks.
5 Boot up and jump into a cpu match see how it runs.
slowdowns fine here as you still need to deal with shaders and graphics.
set appropriate setting for your g card.
Then go into a cpu match again and if you are dealing slowdown give it up to 5 mins to smooth out.
6 Finally deal with the shaders and if all hardware is good you should be good.
I haven't had any slowdown issues since.
Specs:
AMD Ryzen 7 6800HS with Radeon Graphics
Ram 16.0 GB
Nvid Rtx 3080 Laptop.
If your running full desktop and this don't help i'm confident it's a hardware issue.

Something interfering causing micro stutters Eg: controllers, headphones.
I uninstalled Nvidia driver and GeForce Experience, did a clean installation with 536.40 version and it worked. Hope it helps you guys too.
Now, and yes i had this game at release date, it works flawless.
I had the same issuse. Frames are good at the open world, but in the fights it was like a john woo movie (slow mo). When i turned off V-Sync everything was good (only that v-sync was off and the Picture was messed up with lines)and speed was on point.
In my case it was a Nvidia Update (or my Switch, Beamer), which puts my picture in Windows back to 30Hz. It looks like the issue was a simple sync problem. My picture runs to a HDMI splitter and from that up to a beamer. So i set my Hz from 30 to 60 and did the same ingame (also tried it with 30, but that did not realy work that good??? I don't know why) and tadaaaa game runs perfect now.
Yea i am stupid, but perhaps is someone else also stupid and didn't get it. And if it only helps one person... my job is done

I had it once in the past but it resolved itself but not anymore. Already wasted 40+ minutes of my life verifying all 400 files and launching the game without mods but that crap is still there.
Turning off ambient occlusion and space reflection makes my game crash on character select.
75hz monitor but playing with Vsync on and set to 60fps. Outdated graphics card (if it ain't broke don't fix it). Yesterday everything was smooth. Happened after that ♥♥♥♥♥♥♥ Microsoft Redistributable update.
EDIT: And motion blur is off.
Anyway I think I KINDA managed to fix it. Vsync off and setting the menu options to 120fps make the issue less apparent but it's definitely still there...
EDIT 2: Nope. Haven't fixed ♥♥♥♥. The more I mess around with the graphics the worse it gets. It's... playable, I suppose... But the experience is horrible. It's not smooth at all. Frames never drop from 60 but the game feels like it's running at 25fps at times.
