Where are the four additional characters from my DLC？？？？？

Season pass is basically the way developpers sell you stuff that they haven't fully developped yet ahead of time. Games get cut into pieces and released episodically. It's a way to hide the true costs of a video game and keep the "60 bucks for the past 20 years" myth alive. On the other hand in fighting games the additional time spent on testing new characters is usually a good thing. Oh and usually it's cheaper to buy the pass than the items in it indivudually, though if you don't want everything from it then not so much.

Steam is pretty open about what you receive when you buy something though. It was clearly written on the store page that these four would arrive later and you're buying ahead of time.
