Pre-loaded game, downloading again?

fully preloaded yesterday , now its downloading again, anyone have this issue?

But veeery slowly, and slowing my Steam App too.

I even tried to remove and download it again, but this also give me an error.

Can you believe that my game is still unpacking?

My PC is not slow, I have enough disk space.

I'll try to delete by force.

And I need to remember to never pre-load a game again.
