Sorry to hear guys, hoping this gets fixed rather than having to re-install the whole thing again.
Incidentally the game now has a 20.5 GB Download remaining that doesn't start because the "App is not Released yet", which is the size of FG and WT combined based on the DLC List.
Seems we can't play because this stupid DLC setup is locking out this content for whatever reason.

I have all three checked but still cannot play.
In short this game was only partially released, or by the proportion, almost not released yet.
There have been many times over the years with games where people are able to play a game earlier than its intended launch time but their redeemed DLC wouldn't show up or work in game and that's because the DLC was on a timer to go live during the set time of the game's official release so if you were playing the game early it wouldn't be possible to access the DLC because you were technically playing the game ahead of it's intended release.
Edit - Apparently its working now
Quit steam and restart/reboot your computer. Steam will patch some files to your game, should work after that
