So it seems all they really need to do would be to make a patch that adds an option to turn off the physics/animation of the flags or derender it completely and 60FPS during fights in World Tour becomes possible with high settings for lower-end CPU's (For people who do not have this problem they must have really fast CPU). The area can't even be accessed the first part of the game but it still gets rendered the entire time (they really need to add a view distance option) and slows the entire game down, it makes no sense whatsoever. I hope they will fix it with the next patch....

Did you submit a report to Valve under Support / hardware purchases about this?
I did already. I need anyone who has this problem (Everyone who does) to also submit this.
The more people report it, the faster it will get fixed.
Valve said they "have this reported on their end" but no idea what that means.
This ONLY HAPPENS WHEN IN OFFLINE MODE WITH NO INTERNET CONNECTION UP.
Note: fun fact: if you start the game with offline mode, BUT with wifi active, then DISABLE wifi after it finishes loading, the pauses don't happen. It's weird.
(Note: None of these bugs happen if you boot to windows on the Steam Deck).
Occasionally it will not error but because matchmaking runs for so long it gives absurd matches, I am a Silver player and the last game it gave me was vs a Platinum.
I run the game using the highest settings at 2560x1440 and do have shader compilation enabled. The benchmark tool scored me at 100 out of 100.
I think it is is a bug in the game, or poor optimization, not my hardware. I have plenty of RAM on my video card and my PC, with the game running on a dedicated NVMe M.2 SSD.
