deluxe is four extra chars + fluff
ultimate is four extra chars and two stages + fluff
The basic edition will be best suited for new players and casual players or those on a budget.
The deluxe edition will be best suited for those willing to commit to the game in the long run and are excited for upcoming content, people already familiar with fighting games and those willing to spend a bit more.
Lastly, the ultimate edition is a huge financial commitment, only purchase it if you are willing to stay with the game for quite some time, truly enjoy fighting games and care about getting all cosmetic items like skins, stages etc. in a game.
In conclusion:
Basic = The tried and true experience
Deluxe = That extra bit of gameplay
Ultimate = That extra bit of luxury
you're not getting all with ultimate anyway
Just remember that if you aren't planning to get everything then just buying standard and the parts you want separately might be cheaper than buying the Deluxe/Ultimate editions.
Ultimate isn't going to be everything, only the first year worth of DLC which is the same thing you get with deluxe.
Just like SF5 before it, they will have 4 or 5 more seasons/years of content that isn't included.
The only thing you get with ultimate that isn't in the deluxe is 2 extra stage backgrounds and few more costume skins.
Everything else about ultimate is in the Deluxe (more characters) and the 1 year pass.
