I know you mean well but not every disabled person is the same, i played SF4 for 300 hours and SFV for over 950 hours.
I'm 30 years old and i know what my hands can and can't do.
Again nothing personal but eveery time i ask for tips for SF4, SFV and now SF6 i get this reply.
Is this true? I'm under the impression thats not the case since there are moves missing from modern controls.

For years now when i ask for tips or mention i can't do some motions fast enough from USF4 to SFV and now here they just drop that BrolyLegs videos and expect me to be like ''yep you're right he's more disabled hen me so i should totally be able to do it''
Yeah... learn to use a control pad WITH YOUR TONGUE or move on, scrub ;)
