As I said Visual mods not being streamed won't be any issue to capcom.

Capcom knows adults on PC are a thing and sites that offer edits are part of the fanbase.
As long as they don't get tied up in some kind of stream that causes a lot of parental duress I don't see them ever looking at Altered character files but 10000% yes if it messes with health or has constant inhuman reaction times recorded in the replays and online data.
If we are talking third party mods like say SCVI to vodkalibur (memory editor) then ya but you wont need that for adding visual files already present.
Now .. If there are models that cause latency issues and people report it as latency tampering then ya but that wont be by the model that will just appear like hardware or online latency and that could get some one banned but that's why you don't take untested mods for visuals online with out knowing if it will keep things smooth.
All capcom cares about is consumer and player satisfaction online
best rule is to not break the online experience for other players.

Whatever japan has been through it will not be the same as 50 years ago when things were affordable, comfortable as it should've been. They have been overworked, stressed out, and tired. They don't have much time to spend with their families or getting married.
Japan has a lot of issues which i heard from a japanese guy who came here to canads for a visit and he said it wasn't the same as 50 years ago when things use to be good until then.
In most cases, the rating assigned to a game also applies to its DLC. However, if the DLC content exceeds the rating assigned to the “core” product, it must be submitted, and a different rating may be assigned to the DLC.
Nobody should deny the truth anymore if it happened because the series dealt with censorship for years and SFV was one of the worst offenders. There's simply too much potential and content that's been exposed to suddenly sabotage with downgrades. I hope the game is bolder before or after launch because Capcom they'll have more to gain if they don't deliberately ruin it.
An M-rating would've resolved all of this because the series is far from being friendly. Anybody that's seen the R-rated and TV-14 versions of its animated media would realize it works better for mature audiences without downgraded content. The people easily offended by more violence and beyond clearly aren't real fans and shouldn't be playing.
In conclusion, it needs a free M-rated DLC PC patch to prove it's time to adapt the rating.
It has a toggle for clothing and also bruises ..

Cammy was never about fan-service Cammy is a female clone of Bison.
Cammy is the weird clone child of Bison which is common knowledge but in Super Street Fighter II, there is a bad translation in Bison's win quote against her where he claims that they were once in love.
Bison only ever intended to use Cammy as a tool of destruction and for his own resurrection so saying they were once lovers is a stretch in every sense of the word.
In Street Fighter II: The Animated Series, Cammy is plagued by flashbacks to times when she was Bison's lover.
So ya her tale is about as tragic as Juri Juli and Juni and the rest of the Dolls ..

Wrong, it's not just about toggling. It goes beyond that with its content I'm referring to.
A mature rating would've not only helped Capcom increase the content but avoid the censorship that they were forced to do for a Teen rating. The R-rated cut for the animated Street Fighter II movie is a leading great example of how they should take the direction. Furthermore, it's clear that without achieving a higher rating they'll continue downgrades or "far enough" with its Teen rating without actually being boldest.
Regardless, Cammy is still an attractive character and has an audience.
She, alongside others, aren't just sex appeal and that shouldn't demand downgrades.
They could still be visually attractive and resourceful as useful characters.

I disagree and doesn't accurately represent the outcome for the series. Also, as Mortal Kombat, it STILL would've topped sales because it's a very valuable franchise as other properties from Capcom. They have nothing to lose except one setback that's been preventing from achieving their greatest potential.
But what you're trying to generalize is the exact reason why this needs to happen. There's no reason for Capcom to hold themselves back when it's already clear what's desired and overdue. They have actual passionate fans that don't want this sequel to fail, or censor content, and their only advantage is to see the truth and avoid downgrading anymore.
The "big chunks" of players will actually increase if you really see the potential.
no M Fighting games have never succeeded in large numbers.
Even KI was t for teen in 2013 and it struggled a lot.
MK was successful because it was New and shocking where the story and game modes keep it fresh similar to Street fighter VI
Street fighter is trying to maintain a T 13-M fanbase with out being T13
its reaching the demographics as wide as it possibly can across all platforms
the last Creative director nearly ruined the franchise and was shunned out of the company, with SF X T being an exception to their track record.

SFVI is a fresh new take catering to LGBT, Teens, college people and the modern groups.
If they just went M they would have College and confused fans.
this isn't MK or DOA this is Street fighter.
Mortal Kombat 11 sold $15,000,000 and merely more because of popularity.
Read the past and do the math.
Killer Instinct was an Xbox exclusive before being ported to PC. That's two platforms.
Clearly it struggled even with having less content at launch before changing overtime.

Or, rather because it was already popular while establishing more content. It wasn't just about being shocking especially when it's highly anticipated. Also, SFVI is only becoming fresher after the failure of its predecessor. It would've needed more innovation anyway because it's been as rehashed as Nintendo's beloved franchises.
Yes, that's the problem. Capcom is still being held back from this rating.
They could still have the audiences they've had before, and more, with one change.
They have nothing more to lose but plenty to gain.
Firstly, limiting sales by having exclusivity on a platform is the best way to ruin sales.
Secondly, the reason why those other games "flopped" was because of misguided content and some not particularly being as intriguing. It was clear especially with MvC because of DLC exploitation and furthermore with SFV deliberately being unfinished until the "Championship Edition". These dumb choices are why they failed and the only reason Street Fighter's crossover with Tekken "worked" was because of their fans.
They're equally competitive and would've worked regardless.
They've already had a broader audience and aren't innovating anything with particular modern groups. This franchise has been around long enough as we've experiences numerous economical, geographical, and technological changes. They aren't breaking boundaries by deliberately designing this game for whoever wasn't here or interested before with blatant pandering.
If the content is intriguing, and they actually play fighting games, that should be a reason.
Then you don't really know this franchise the way you're presenting it.
Those "confused" fans aren't really fans if they're completely oblivious to what exists.
Also, they've had college audiences since the first installment. Figure it out.
Regardless, Capcom still has a broad audience and wouldn't lose them with an M-rating.
