There is a separate option for World Tour fights, should be towards or at the bottom of menu.
PC demo does not work under "performance" or "quality" mode like the console demo, please do not spread misinformation. There is a toggle for 60 FPS World Tour fights in the options - whether your PC can make it perform well at a high quality is up to you.
It is a risky compromise but I believe if people try to run 60 FPS in World Tour and their PC cannot handle it the game will run in slow motion which is an even worse first impression which they'll blame Capcom for and not their PCs.
The traditional stages are very optimized for a single PoV during fights and thus can easily hit their 60 FPS benchmark, but since World Tour allows fights to occur dynamically across the maps instead of teleporting you to fixed stages I believe they don't have the confidence that consoles and average PC consumers will be able to reliably hit 60 FPS under those circumstances. It is the gamble they are taking to allow us a more dynamic World Tour experience.
