Just want to eliminate that before we get any deeper. Arcade sticks are pretty simple beasts, really - it’s very strange that one would work for 10 minutes and then fail consistently.
Okay - honestly, the only thing I can think of is that the mobo inside of the stick is busted. I've seen other people reporting random inputs with Victrix stuff (not up and down, but often just random buttons) and it's always because there's been some failure in the electronics.
If you've replaced the physical stick, and the cable to the computer, outside of getting another arcade stick plugged in to see if the problem repeats itself (and I strongly suspect it won't), it means that the you're going to need to replace the PCB, and you'll probably need to contact the manufacturer for one of those.
Or get a Brook board, but I have no idea about how simple it would be to fit one - I've not owned a Victrix, but looking at shots of the guts, it looks like everything is pretty locked down in there.
I'm not familiar with Fightcade, but issue might be on the software.
Set Xinput (most common for current games) on device and check with following site.

For testing, you can use free version of DOA6 or any other games on Steam.
Is botton is not working as suppose?
