1. Trying new character
2. They just haven't played ranked yet
3. They learned a combo and you keep getting hit by it

Now with rank per character, experienced players can troll lower ranks. Didn't used to be a problem.
They can only do it for so long though. An experienced player is going to be ranked out of the newbie level soon with each new character they use. He'd level up the whole roster in one evening's play and no longer be a problem :) And I imagine the type of player with the mentality to troll newbs for the fun of it is going to get bored with that pretty fast anyway.
At the same time it's a crash course on the pinnacle of BS a character is capable of. Look at how they use DR and DI and copy it.
And I'm saying this not as a Street Fighter pro, I went 0-9 in Battle Hub yesterday.
Occasionally getting stomped isn't the worst thing for your own growth anyways, you can still learn a lot, even if all you do is trying to get a single hit in. So far matchmaking has been a very good experience for me
