How do you unlock parry, ex moves and drive rush in world tour?

Been playing for a while and they still are not available.

They unlock rather late, maybe the half-way point or a bit later, like ch 7 or 8.

You should unlock them automatically as part of the story. If you've been playing for a while you should be near the point where you'd unlock them.

Remember the pink tutorial girl and her two brothers? I think that their quests unlock them. Or, alternatively, their training quests for those skills unlock when you unlock them for yourself. Not 100% sure about the cause and effect.

They don't, you unlock the parry and rushes from luke, i forgot which chapter but it's right after you meet blanka and dee jay.
