i know there are just a ton of goofy things in the game just as scenery dressing, like the dancing construction workers, but I wonder if there is a connection with this flying guy and another SF/capcom game.

Forgot about it until a while ago, so I camped out at Honda's dinner theater place and saw a sumo just flying off.
