I suppose you can use it to heal for free by fighting random passerbys, but heh. The fights where you'd want healing (i.e. the super fighters) are too aggressive to play the attrition game with small healing like that
They're sold by Apparel Clerk Gommorah (the one just south of the Urban Park bus stop), after completing the mission "Back to Metro City". That unlocks several accessories, but that was the only one I had trouble figuring out.
That would depend on the amount of healing. The AI isn't terribly smart when it comes to Drive Parry, so they'll do full combos into it if I catch them just right. Unfortunately, I did manage to field-test it and the healing is... VERY small. Granted, I tested it with 21K Vitality against a level 60 Luke, but the healing I got off his attacks was basically nothing. He'd need to sit there hammering at my Parry for probably a few minutes to make any sort of difference.
I couldn't really test the healing on a Perfect Parry because... I'm not good enough to pull off Perfect Parries consistently. And besides, I don't expect the healing to be that much better anyway. My suspicion is that this is an absolute heal, probably to the tune of 100-200 Vitality per hit. It doesn't scale well to the high health values of late-game combat... which is odd, because it only unlocked AT late-game for me.
Generally speaking, I'm a fan of "defence is the best offence". Glass cannon playstyles don't really appeal to me so much as tank ones. Unfortunately, Cat Paws just don't seem to provide enough mitigation to really justify getting rid of my other items. I current have the striped stocking with Defence 1 and a set of gloves with Jack of All Trades. That negligible amount of healing can't really replace either.
Funny enough, though - the game seems perfectly happy to let me wear multiple sets of gloves...
