It runs fairly well, most of the time with a wide range of settings, but ultimately I couldn't turn things down enough to not have times where it looks like it's skipping frames or having frame pacing issues.
I don't think it's something everyone would notice, and I don't think the other players online were being negatively impacted, but it definitely wasn't consistent or ideal if you know what to look for. I'm not sure it's the graphics directly since it seems pretty consistent regardless of settings.
I have another linux system and the game runs great with Proton in general, technically everything runs, but for Steam Deck it's hard to fully endorse beyond pretty casual play or as a portable labing option.
One thing that did seem to impact performance a lot was the input reduction. It warns of extra overhead, and it seems to matter quite a bit with noticeably more instances of performance issues so that should probably be off for anyone using SD

Online I set it on 5 and have nothing on low, I just stick to some stage, like the macho toirnament. Some like blanka have slowdown.
Just changed my setting to match this and the game plays so smooth now in BH. I have literally been playing a different game with how slow it's been 😭
