Manon is supposed to be a Judoka right? Except her Judo is absolutely terrible. She literally makes mistakes rookies have trained out of them before they get to yellow belt. Not to mention how many times she sets herself up to be thrown.
No reason to insult Judo and judoka though.
More like it shows footage of Honda being fun and silly and simply is "boring" like some people claim.
Check how many Capcom fighting games Zangief is in then realize he's one of the few grappler characters they have or had for many years and it's not surprising why he's in so many games.
They don't select characters based on popularity other than a select few characters like Ryu, Ken and Chun Li, after that, it's about gameplay variety. Grapplers, charge characters, etc. If they simply added in all the characters people expected half the base roster would be shoto characters.
You also have new characters who have similar elements to previous characters that then make those characters less likely to appear. They weren't gonna put characters like Dudley or Viper in the base roster when they already have a punch heavy character like Luke.
With a character like Fei Long he simply doesn't add anything unique in terms of gameplay or match ups beyond what the base roster currently has. He might be cool to see in the game but they are not going to add him just because it be cool to see him.
Count how many Capcom games Zangief is in before starting to complain about characters like Honda and Cammy.
You're very much hung up on his design and personality when the reason he's there is more for gameplay than his design or personality.
It's the reason why Zangief is in so many Capcom games. It's not because he's cool or popular or interesting or whatever it's because Capcom didn't have a large variety of grappler characters and of the ones they have he's the most well known.
If they just added the "cool" characters with the best designs and best personalities or whatever you'd most likely end up with a roster of characters that doesn't have much gameplay variety. You'd probably end up with a lot of shotos and very few charge characters or grapplers.

Faulty premise.
First off, SF isn't really a series that runs on its story. Hell, it barely HAS a story.
I mean look at it's main character Ryu. He's a wandering hobo, somehow walking around the world and apparently beating the ♥♥♥♥ out of people.
Ken shows up because something something Ryu.
Guile yelled "Bison!" a lot.
Point is, Honda isn't in the game for his story. He's in the game for how he plays. He's a set of moves grafted onto a gimmick.

I've started watching sumo wrestling in the last year or so. It's actually really awesome! Those guys are monsters! Strong as hell!
