Marisa and Honda with modern controls are probably the easiest to start with.
It really depends how easily you will learn combo mechanics. If combos are not a problem then Juri will also be fine.
SF6-Juri is the easiest Juri in the series so far, but if you're absolutely new to fighting games, she's probably not the best character to learn the basics. The thing is, that her fuha and fang shui mechanics put an additional number on the screen you have to keep track off throughout the match.
The absolute best character to learn fighting games is Ryu. He's not a top tier character but you will learn controlling the horizontal and vertical lines on the screen, which is the most basic and important skill in fighting games. I highly recommend not relying too much on gimmicks and shenanigans, if you really want to learn the basics of fgs. If you hate Ryu for some reason, Marisa and Luke might also be good picks.
I highly do not recommend characters like Ryu and Ken. They won't teach you anything. You'll definitely start abusing fireballs, and then you'll have to get rid of that bad habit.
Do not play a character because they're "good for new players" or are "easier." You're should play a character you enjoy and want to play, because it will increase the dedication you put into them.
If you don't like Marisa as much as Juri then just play Juri.
