Because most people stick their matchmaking settings to either "5-bar only" or "4-5 bar only", if you're as much as 70ms away from them you will not get matched with them. To avoid wasting time, the game also tries to match you with those physically closer to you first, so people from some countries are using VPNs to hide their location and get matches with other regions' players, which only makes matters worse for anyone not partaking in it.
If you're in a high population area and your rank is neither too low nor too high, consider how your ISP is handling these connections. You can go on the battlehub and just check people to see how many bars you're getting. If your ISP has some routing issues, you can also avoid that with a VPN.
