There could be an option to enable it there.
Another possibility is, I once had a problem where Dragon Ball Z Fighters would not work with my controller. I had to delete some kind of binding file and restart the game for it to work. It seems it was "bound" to a previous controller I used. Have you changed controllers?
Try it in different modes. Steam will work with PS mode, Switch mode etc.
P.S. if it's a Mayflash, or uses similar a controller board, it won't work properly with motherboards using Intel USB 3.0 eXtensible Host Controller 1.0. The easiest fix is just to use as cheap USB2.0 hub, which will completely sidestep this host controller. It allows me to use my Mayflash on my older living room PC (from 2014), and also my Victrix Procon BFG (wired AND dongle). Both of them don't work without going through a USB hub because of this Intel Host Controller.
Furthermore, my Mayflash only works in the middle setting (not PC / XInput!) through the hub.
