Yeah anyway let's talk about doing things to other characters that completely destroys their "archetype," like:
Let's remove invincibility from Ryu's SRK.
Let's halve Zangiefs SPD damage.
Let's make Hondas headbutt half as fast.
You know, just neuter the whole cast and remove staples of their kit. That sounds fun!
Anyways if you wanna nerf Guile (he does need some), his fireball isn't the issue. It's his normals
I guess you're talking about online play and not tournament play. The number one zoner is JP, Sim and Guile are tied IMO. With the added parry and DR mechanics and needless to say DI most issues are moot.
In my opinion Guile is the best tournament level zoner in the game and has potential to be a top tier in the right hands. He has the lowest recovery from his booms in the game making it near impossible to DI or jump over plus he is very strong at close range where JP struggles a bit. Just an opinion of course. I don't even compete. Just watch other players on YT.
Here's the counterplay to Guile:
His Sonic Blade has a massive hurtbox below his knees, making it easy to whiff punish if you're close enough
I know (or hope) you're exaggerating but yes, it is still possible to jump in on him. There are still ranges where throwing a fireball isn't safe for him
Speaking of jumping, if you see Guile walk back at any point, that means he lost his charge for FK. Sure he has other AAs he can use, but they're nowhere as consistent or rewarding as FK. They're more prone to trades too
And it isn't Guile specific, but Guile is still very whiff punishable like everyone else is in this game. Whoever you play, they have at least one strong option for whiff punishes
