Update : issue fixed itself the next day... After an update.
I had the same issue and tried all the solutions I found (verify the game files, VPN, uninstall the game, disable IPV6 etc. ). Capcom answered me and found the solution quickly.
1. Go in your control pannel -> network connexion (for french people panneau de configuration -> Connexions réseau)
2. Right click "properties" on your ethernet connexion
3. Properties on IPv4 and then on IPv6
4. manually configurate your DNS :
1. for IPv4 : main 8.8.8.8 secondary 8.8.4.4
2. then, for IPv6 : main 20014860:4860::8888 secondary 2001:4860:4860::8844
To me, no need to restard my computer, it worked immediatly.

Well, it implies that Google is going to know what sites you visit, making it easier for them to track you and your habits, you basically give them free data to feed their algorithms.
