easy the most underrated but still top notch
Losing to MK11 and Tekken 7 on consoles.
And that's when SF6 in it's peak (games have the most amount of players on release) vs old games on their last cycle.
Only good numbers on steam.
-Street Fighter 6.
-Dead or Alive 5: Last Round.
-Ultimate Marvel vs Capcom 3.
-Samurai Shodown.

Getting into fighting games means sitting down and playing. You can't think your way out of it. Play or don't play, anything else is masturbation.
of those three, sf6 is probably most newbie friendly, with the lowest execution barrier from bottom to top tier players
some people mean best by packaging, content, community, genre defining influence, presentation, character inclusion, artistic style, whatever else, pick your poison
but you asked about fighting game specifically and newbie related
Virtua Fighter series was a quite balanced and incredibly competitive game in the 90s and 00's. Mortal Kombat was always considered a casual game but I think MK 9 and beyond really brought it into a valid competitive series. I personally loved MK Deception and many games that are considered more causal. It's important to note that just because a game may be casual doesn't mean it is not competitive. Super Mario Smash brothers is a good example though I cannot really speak on that as I never got into the series. I was really good at Mortal Kombat 2 which was infinitely more competitive than MK1 but not near as competitive as SF or VF series. Any game that has competitive online players will always have a decent level of competition but the game may just be very imbalanced. Tekken was always considered casual compared to SF and Virtua Fighter but now Tekken is quite competitive at the professional level in modern day iterations.
I say all of this because I think as a "decent" overall fighting gamer, SF6 is one of my favorite fighting games. I don't even play ranked and just use battle hub but I know I am not very good at street fighter in general. People study and practice this game like they are studying for the MCAT and they aren't wrong for doing it because it is an incredibly deep and accurate fighting game with tons and tons of options that show the player just how deep the rabbit hole goes. FWIW.
but the most newbie friendly thing you can get is other people to play against.
and currently this is the fighting game you can find people to play against in most parts of the planet.
