Game won't start. Black screen after RE Engine logo. Never loads or Capcom Crash Report Box shows up.
After the game updated from it's maintenance, it's completely stopped working for me on my end and I'm at a complete loss. Now, when I try to load the game, it'll start up, go past the RE Engine logo and the other licensed logos. Normally, the game would load the Press Start screen but now after the update it's a black screen. Sometimes the Capcom Crash Report Box will show up.

I'm a lot complete loss of what to do.

I've tried:

Updating the drivers
Doing a clean reinstall of the drivers
Uninstalled the game
Unchecked all the DLC so it downloads again
Verify the game's files multiple times (no issues found)
Deleted the config file in case shader loading was causing an issue
Went into Windows Storage and deleted all the cached pre-compiled shaders for Direct X
Restarted the PC
Temporarily turned off my AV to see if it will

And none of the above has worked. I'm using a 2080 GPU that has had no issues with the game prior to the update and when I load up other RE Engine games like Resident Evil 4 Remake, they all run fine.

Anyone have ideas? Have you run into this? Did you fix it? Am I banned?

Ah, darn... So I did all those crazy steps for nothing and lost all my pre-compiled shaders in the process. Well, at least I got my answer. Thank you.

It wasn't the maintenance that broke the game. I managed to fix it after a lot of troubleshooting. I'm posting this in case anyone else runs into the issue.

The game had crashed earlier before the update due to a blue screen. It looks like the game crash dump files ended up corrupting the game and causing it never to load.

What I had to do was run a file search 'StreetFighter' and manually delete all the .DMP files related to the game. Uninstalling the game and reinstalling won't delete these files. You have to manually search and delete these files. After that, the game loaded as normal.
