You can only cancel to Level 2 Supers from EX special moves and cancelable normals and other links depending on the character.
You can cancel to Level 3 Supers out of cancelable normals, specials and EX specials.
For Ken, it isn't possible to cancel 236LK -> 236236MK. You can do 236LK -> 236236MP, which is his level 3, but his level 2 isn't possible. There are some character specific rules for this that deviate from the norm as well so you can look it up or head to the lab and try out what works to see what's possible.
Ken, for instance, only has one special move that he can cancel into level 2, which is his EX Jinrai Kick (236KK).
If you're looking to use a super to end a combo after a jinrai kick, you can use your level 3.
If you're just looking for good places to use your level 2, use it after an EX jinrai kick (I find the MK version works best for most cases, especially in the corner), or after a quick dash cancel dragon lash kick.
