I'm also using Windows 10, but with an older NVIDIA card (1060 GTX), and I'm not experiencing any problems. I get sound and image, and everything appears to be working well.
Hopefully the developers will patch this quickly, so that you can all enjoy the game.

I do have other issues with how certain things in the port are handled (Resolution options only going up to 1080p, no borderless fullscreen mode, the default video mode being FSE instead of Windowed mode (Which causes problems with long resolution switching times), and despite the framecounter claiming the game is running at 120FPS, it feels like the game is still updating at 60FPS), but so far it's a fun game (setting aside the lack of co-op multiplayer). Definitely a step in the right direction coming from the issues that the Saturn rereleases had on PC.

Imagine being fine waiting three years after the console version already released (and the lack of any communication) for a cashgrab straight port with very visible issues.
Teknoparrot was able to play the arcade version for a while. Yuzu can emulate the Switch version with higher resolutions. This is this year's Mary Skelter 2 in terms of a disappointing port.
Though I disagree with you on the uncapped framerate, honestly. It's a shmup so I'm not expecting it have uncapped framerates, a lot of them are designed with 60hz in mind and there's not much that can be done about that. The only shmup that does truly have an uncapped framerate from what I remember is R-Type Final 2, and that was possibly a consequence of it being Unreal 4.
