Mods reuploaded on the other sites than workshop Steam

Hi. Due to the theft of my mods on the skymods.ru website, I removed them from the workshop. Why does Steam allow reupload of properties outside the domain?

Skymods is an automated scan and download of Steam Workshop items. I don't think Steam allows it, but there must be a backdoor for such bots.

Personally I don't care as they at least give the credits to me as modder with a link to the original Steam entry. And for games I do mods for which are also on GoG, it's an alternative source.
