Report a translation problem
This is not a known issue, and you should always be able to figure out your next step(s) based on the current objective shown on the PDA's home tab. That being said, I assume you closed the game in the meantime, and reopening it should load the latest checkpoint for you. If you did somehow manage to enter a bugged state, this should definitely resolve it.
Let me know if the issue persists! If all else fails, I could take a look at your save file.
As mentioned, I had closed the game and restarted from the last checkpoint. From here, I talked with Ed and chose not to help him to avoid the risk of ending up in the same position to where I was unable to take the train or do anything else.
I don't think there's a programming issue, but rather a sense of confusion. By the dialogue, in helping Ed, the tail-end of the conversation led me to believe that he'd help immediately after accepting the task of helping him. Him not providing me any information of who had left, and not being able to immediately go to the harbor, nor call the harbor, to help his request, made it extremely confusing for me of what I was supposed to do.
I have continued forward since. While this game has confused me frequently about direction (despite I've been 100% correct in my answers so far, finishing Act 1), the checkpoints have been appreciated in this came to counteract this for me.
