No i didnt. just a black screen for one sec
if you find the options.xml show your settings you can edit them with a text editor
ideally set everything to 32 bit and fullscreen adjust, the resolution to your system
turn off the intros
I checked your game library and couldn't see the expansion game or the original game Ghost Recon in your Steam library? Can you confirm if you own both when trying to launch the expansion?

PS: i owned ghost recon and the two expansions
and a Nvidia geforce gtx 980

Hey there!
Are you unable to start the original Ghost Recon as long as Island Thunder is installed?
If so, do you receive any specific error messages or codes when the game crashes / fails to launch?
Does verifying both Ghost Recon and Island Thunder's files[ubi.li] change anything?
