Seriously, I don't understand why people want to see characters from others ips in a TMNT game. It's not like the TMNT universe doesn't have enough characters to pick from.

As for the Punk Frogs, I never quite understood why Shredder picked the name Rasputin and said he was one of his heroes. The man was a total freak a hundred different ways, but he wasn't a criminal mastermind or supervillain.

But then, maybe Shredder's education when he was young put too much stock in all the myths and legends and slanderous innuendo that surrounded Father Grigori. Considering Nicholas Romanov's history with Japan, I imagine schools would be happy to promote histories that celebrate his downfall.

The easiest explanation is that it was a cartoon in the 80's and thanks to the on-going Cold War, anything Russian was automatically evil, so the bad guy looked up to someone with a Russian name.
