I don't feel like having disonnects, or people leaving halfway through. So AI is a good fix. and probably easy to implement for the devs.
Randos grief, troll, complain, act entitled, and fight over "proper ways" to play. Bots just play the game. Friends would be better, but conflicting schedules means that's not always reliable. Bots would provide a more flexible experience.
AI bots would be nice and me choosing how many I want to play with would be welcome. Payday 2 had AI Bots(up to 3) as your fellow heist mates till human players joined.

Incorrect. After half an hour of waiting, finally tried to join and had ping 333ms and couldn't start. This game is empty or players too far away.
