It is very stupid, but that's part of the charm and very much the point of it.
its incredibly simplistic but it is a table top game about war... I don't think they were going for in depth story telling at the beginning.
To their credit, I believe a commonly acknowledged meme is that no 40K fan would actually want to visit the 40K universe in person.
