Well there are Rune Priest Librarians in Space Wolves chapter who can conjure Ice Storms, but I don't think regular human psykers can do that.
It's mostly Pyromancy, Divination, Telekinesis, Telepathy, Biomancy and rare Sanctic/Malefic Daemonology (extremely like really extremely unlikely these two).

In literature, some regular psykers manifest ice powers. In the RPGs, I think you only really see it as a Phenomena.

In lore there is no real definitive spells or techniques. We just have the disciplines to ease playing with them
