No, the game has been out for over 2 1/2 years and has received tons of free updates nobody has had to pay for.
Cosmetics keep the game from being shut down entirely.
Making a brand new character a paid DLC is in line with live service games.
None of the updates have been free. It is a marketing trick game studios like to make. You already paid for the updates when you bought the game. Instead of buying a finished game on release you just get the missing parts later on.
It is like buying a car from a dealership with 6 months insurance, and then being told you are getting it repaired for free. It makes people feel like they are saving money, like selling something at 11.99 rather than 12.00.
Because the internet is full of dumb outrage merchants.
Your thinking of customer.
they had some free updates and some paid dlc
but thats usually the steam store price.

If you want to play it right now you have to buy it
there is a reason those limited banners work in gatcha's. and there is nothing that fatshark could produce in a cosmetic in a game where 99.98% of the time you dont even see 99.99% of your character. total ♥♥♥♥♥♥♥ failure of monetisation.
