Randoms as in, random people? Or randoms as in, only using Party Finder? Because, both the people on Discord and the people in-game are random people.
I think in both instances that it IS possible to get to 40. Especially as time goes by and people become more used to the modifiers. With Discord grouping, without a doubt. People are way more willing to converse and teamplay.

Can you do it in a random group without ever touching Discord? Yes, and I have. I ran a Havoc 40 in a random group after I had gotten it myself with a Discord group. It's very possible and I acknowledge it.
Why do you want to join a Discord group over a random group? Because it'll save you A LOT of trouble. People who are on the Discord generally are a bit more put together, focused and motivated than those just joining by random request.
try to get better to be a better random yourself maybe?
or try communicating with people you invite in your team, before the match starts to understand what builds they are runnin and IN the match.
on levels 30+ you do not need callouts for your teammates to kill a jumpin dog on your back, to release you from net instantly or to kill a mutie with a full team that grabbed you and ready to smash you onto the floor.
in my havoc playthrough in only met 4 straight griefers, others were tryin to push to their limits
who are good... yet 70% of those "good" 300+ are dead within seconds on Auric Mael and instantly disconnect.
hard to tell... is it the numbers that make them bad, or their skill goes down with time wasted in this game.

i've got 1900 hours in this game, over 1500 of those are on Ogryn, and my true level is maybe 200 right now? because for two years I've deleted my Ogryn every time I hit 30 to RP getting stuck in the Warp and to change up his drip, because until the last couple patches there has been no progression system to work on.
My "real" true level would be over 1500. I have 5265 penance points right now.
