Havoc party finder not working

No groups appear for any difficulty, and up to this point I've only been able to have 2 people join a party when I create one.

Don't set difficulty. Only set Havoc in your search.

Makes no difference, no parties.

It has to be broken I have 3 players pending invite and yet i cannot see them on the list to accept or deny.
