The Bolter is limited by unconventional means: the sights are not great, the weapon is very clunky and requires some commitment to even swap to and it has a slow reload animation.
Ain't enough.
Does more damage than a plasma gun which is arguably the strongest weapon in the Imperial of Man even after they were made less.. dangerous.
Has the accuracy of a Lasgun, I mean you're literally a laser guided missile launcher. That's what it looks like to everyone else.
You murder everything even on Damnation. Horde, Specials, Elites... Even Monstrocities goes down exceptionally fast with it.
You can see Vets and Zealots just using Bolters for an entire run without issues.. So eh.
Either you get to keep your weapon for allaround and then the damage output is nerfed or you get to have it specialized like.. everything else and then you get to keep the damage on that specialization type.
You don't get to have your cake and eat it too.
The general sentiment seems to be that buffing up everything around the problem is better than nerfing down the singular issue itself. Both sides have merit but I'd say it's better to make things more viable than not.
And there's a reason for that. If you go into the Meatgrinder and actually test it vs any other Auto Gun, believe it or not the damage is actually the same if you empty a clip into any given target. (Assumes similar percentage in the Damage stat)
The only thing different with the Bolter is that it works against unyielding (aka Ogryn) where the other Autoguns do not.
I still don't get why Veterans use this though, Its really not a very good long range precision weapon and I can't even imagine trying to accurately snipe anything with it. I'm sure it can be done, but it just does not go where its aimed most of the time at long range.
Its a better run and gun weapon where you just spray and pray.
So in my eyes Bolter isnt "OP".
For example a Plasma Gun is much better kill hard armored targets faster, shotguns and Flamers are better to kill great numbers of trash mobs and some specials. Bolter is somewhere in middle of this raster, more allrounder, as the first and the last, but in non a specialist weapon.
So, why so many use bolters on preacher and veteran?
Yes that's why. It is an more allround weapon, flexible and good enoth and to handle, does his job in most siutations.
Have more specialized weapon means you need a melee weapon that balances its disadvantage and often, in difficult and critical situations (t4+) flexebility can be have much more worth, as a specilaised weapon and especially if your personal skill doesn't consistently reach a top level and there is no shame for it.
So the strongness of bolters could be a little bit broken, but on the end not so hard that it must be nerfed.
Or we could not trivialize the game by making everything so powerful it's a cake walk.
You want a cake walk? Play lower difficulties. Super simple.
