Off course it is. Or do you consider the sports bra a shirt? Shirtless just means without a shirt, it says nothing about not having a bra.

They also have the bonkers power of Faith in 40k that when strong enough affects reality around them through Warp ♥♥♥♥♥♥♥. Probably repeating myself now, but it's why Adepta Sororita literally cause Boltgun rounds to fly around them harmlessly and can heal grievous injuries on the spot with enough faith in the Emperor.

If a Zealot charges in with next to nothing on, better hope you're not a Heretic. And if you are, better hope you're a Champion of whatever thirsting God you worship.

Actually scratch that, better hope you didn't so much as sneeze mistakenly during a sermon.

Physically possible, and it is 40k...I wouldn't be surprised if there was a place where this was common practice, especially if it included some sorta means of showing off your loyalty to the emperor.
