Commissar exist outside of Imperium command Structure as they are deemed Political Advisers, In many a book (Tempestus scions Codex 6/7th edition), it talks about the fact that while they can exercise authoirty of an officer if they deem them incompetent or having failed to act properly they won't do it unless it is a Final solution, Caiphas Cain's Novels put that fact in specific Detail, same as Guant's Ghost and Honourbound too. the fact is also that we Rejects exist outside of the imperial Guard authority in many respects, since we are Servants under the Inqustion. and Morrow, Ranick and Magos aren't bound to their respective authorities the only person who has authority over them in the Inquisitor who is equivalent to basically a Segmentum commander, as inquisitor's don't exactly a Straight Command structure since it based on your deeds and contacts, as a Lord inquisitor can only suggest to a inquisitor.

while we are under their command as acolytes really nothing more then that if you wanted to get really specific one could argue that we fall under the Command of Morrow who act's like schaffner from 13th Penal legion "last chancers" but he comes under the Ordos Prefectus and is in a sense a commissar, but even then he is more akin to a Agent of the Inquisition.
