Completely removing the cleave scaling is kinda rough for a lot of builds I think. Reducing it is fine cause it is kinda broken when 1 or 2 light attacks completely resets the CD. Most weapons are still capable of cleaving 3-5 enemies in a horde no problem. Even if you have a low crit chance of like 50% that is still 3-4 seconds off the cd on average per swing, paired with normal CD reducing it over time.
I have a few builds that really leaned into multi procs of IOD and those are going to suffer for sure. Being able to change up weapons more doesn't seem like a great trade off. It feels like it is going from a talent that is really important to builds that rewards you for building around it to just a generic talent.
