Because as you say, as soon as a Reaper shows up, every lil squid goes:
I would think the fastest way to get it done, is to run a Zealot with dodge sprinting, go with a friend/group into a mission, have them clear everything but a Reaper, while you sprint around dodging their bullets.
For regular gameplay? I wouldn't even try to complete it. It's one of those "get it done over time"-type of penances.
It is cumulative, yes. It's just extremely slow to get it done. I've at 190 something after coming back. Not sure if it's bugged or what but even running in front of one will usually just give a couple more towards the penance.
I don't think it's bugged (although with Fatshark you never know), I think it's more like with what OP suggested. That people kill Reapers too fast.
I just did a round where I went from 168 to 217. I rushed a bit ahead into a Reaper then danced with him until the teammates finished him off.
Its one of those penance you rarely actively do. Most people just shoot reapers the moment they pop their head so its making progress on it is very slow.
The green Reapers are actually somewhat threatening and the baseline should be closer to that if they're gonna spawn so infrequently.
"Dodge 500 shots while sprinting" does not mean actual dodging, aka pressing left/right and the dodge button.
It's sprint-dodging, which means sprinting in a 90 degree (a right angle) perpendicular path from the shooter.
It's a side mechanic which isn't really explained, but sprinting at a 90 degree from a shooter counts as dodging and their shots will miss, as long as you have stamina remaining*.
If you're using the dodge key for this penance, you're doing it wrong.
All you have to do when they start shooting is turn 90 degrees from them and sprint.

*Can get around the stamina restriction by going Zealot and picking Swift Certainty node (just before Inexorable Judgement keystone).
It's truly an easy penance just not one that's drawn out to be easily understood by players unaware of base game mechanics, and is dragged out, and isn't needed as you can burst a reaper on demand most of the time anyways. If you find a pack of reapers, the better and just sprint a circle around them and dodge 500 shots. If you're somehow running out of stamina take +3 stamina on 1 curio and focus Sprint Efficiency. It does not get any easier than this. Please do note your progression after mission because I can't recall if 'Ranged Attack Immunity' prevents progression for said penance. If you're still unsure or want another class. Zealot has Swift Certainty inside of the bottom right of the skill tree which completely negates the stamina requirement for the mechanic's use but you must run away from the reaper's gunfire at a strict angle compared to Veteran who can hold a safety net and still get out unscathed.
The blessing that gives 'ranged attack immunity on weak spot hit' states in the tooltip that it counts as dodging, likewise the Psykers 'crits count as dodging ranged' talent. That would suggest that those two won't contribute to sprinting, but then again, tooltips are mighty wonky.
