Report a translation problem
1. Click Steam logo in top right of dashboard.
2. Click Settings
3. Click Downloads
4. Scroll down until you see Download Cache it will say under it "Clearing the download cache might resolve issues downloading or starting apps"

Are you sure it isn't installing/clearing space on HD etc? I've had it get stuck for a couple of minutes on 99 while it was doing computer stuff. Eventually it clears by itself.
Also, double check your available space on your disk.

Additional things to do, but I would say that the vast majority of them won't solve it. I don't believe in the whole "you need to reinstall BIOS and Windows for it to work".
A 100% of the times, I've solved these kinds of issues without any major changes to the system.
1. Changing steam download region to somewhere else that's close.
2. Disconnecting the PC from the internet.
3. Restarting Steam. May lose the download.
4. Restarting PC. You may also lose the download so do this as a last resort.
