The Dark Gods don't often work together, and certainly less so all Four at once. The Horus Heresy was the outlier, not the norm. Also it was 10,000 years previous to the current setting, so things change.
The Black Legion isn't different Legions of CSM together, but CSM from different Legions working together as the Black Legion.
So the Chaos Gods work together through the Black Legion?
I would say the representation of Chaos Undivided would be Word Bearers, since they actually worship all four Dark Gods. The Black Legion are just black & gold Ultramarines; they are the basic CSM that use a little of everything.
The Chaos Gods work through their Greater Daemons and Chosen, not through the CSM legions as a whole.
They're more like Ork tribes, really. Sometimes someone really big and really scary comes along and unites them in a common goal, but for the most part, they love killing each other.
