Unless it was a recent change as I have yet to try it, the smite staff was always meant to be the CC staff, so the weapon designed to stagger, does stagger. Granted I've yet to touch it since the rework.
I think you both miss the point, his "smite with your staff" mean outright kill it, not stun it.
