The use of heavy attacks comes down to what weapon and build you're using. Sometimes it'll be your main attack method, sometimes it won't.
Saying it is "useless" just makes you sound like you've used one weapon\build and don't know what you're talking about.
There also more benefits to heavies other than just raw damage.
Cleave, angle, traits and perks that benefit from it etc
I hope you are not serious and / or drunk
*looks at shovel and chainsword*
Are you THAT new to the game?
Largely depends on the melee weapon. There are some with quite a quick heavy attack for the Ogryn. Like the Clubs for example. The IIIb has a quite quick heavy attack. So does the Shovel.
It always depends on the weapon. There is not just one "When X then do Y" situation. It is more a "When you have Weapon Z and X happens then Y".
A bit like playing Ogryn and not using the Melee Special Attacks to stagger Crushers and the like. Or wailing on a Crusher with Quick attacks despite the heavy attacks having different damage resistances.
