Idk about random either, but it definitely should be in the appearance shop.

Characters actually have hundreds of individual conversation flags denoting what they know, what they've spoken about, and who they've spoken to about it, ie Loner Psyker talking about the Cicatrix Maledictum, or about Morrow's supposed age, or the mineral density of Atoman Leman Russ battle tanks with or without a Bully Ogryn or a Cutthroat Veteran, or whoever, present to continue the conversation and add yet more flags. And the flags are all over the place, you can't just transplant them between voices, unfortunately.
It would be cool to swap personalities and see some other voice lines after hundreds of hours of play, but since FS never considered it, it can't really be a thing going forward either.
This stuff can be complicated, but I don't think this is on the level of say, an RPG or something where it's not feasible. Outside of the hostile vs. friendly voice line checks, and a few of the unique background comments (which mostly applies to Cadia than anything else), I don't think there's much holding back from a voice change.
