I believe so. It's a crowd control skill. You control the crowd and others do the damage. The right charge attack is done by holding right, then hold left. And you have to keep holding both for AoE spread. That's the only thing I use. LMB attack seems pointless and bad but haven't tested it a lot.
If you pair it with Venting Shriek + Creeping Flames passive for it, you actually double as a Crowd Clearer with the Soulburn Stacks when your Peril reaches Max (as Soulburn now stacks based on Peril and no longer Warp Stacks (which no longer increase Soulburn damage)). You also can't accidentally down yourself with Perils of the Warp using Smite, which is a big advantage that it has over the other options.
Let's not mention Empowered Psionics because that's confirmed to be a bug, you're not meant to get infinite peril/no peril buildup.
