Total kills also says nothing about much more important skills, like their overall teamwork, situational awareness, melee skill, etc. It's easy to use an overpowered range build and melt enemies. Doesn't mean they can hold their own once they're out of ammo or play well with others.
Steam achievement stats show 13.1 % have that achievement. The rares one is Flawless Execution at 2.5 %.
Number of kills means nothing other than they've played x number of missions.
That achivement is already aquired by 13% of the playerbase
And no, no achivement which requires only a certain amound of playtime could ever be an indicator of skill. That only shows how much a player is playing.
ok this is an xbox achievement so maybe that speaks more about the console community vs the steam community.

Considering that the game has only recently been released on consoles, it likely just means they haven't played long enough yet.
