Complete Penance for the emperor (3) how?

It says I need 3 other penances to complete but when I am in the penance menu there is no penance that mentions it?
I have done 3 but still says 3 needs to be completed. what is wrong?

It will tell you the other Penances
It varies per class.

It means the level 3 version, not that 3 needs to be done.

I only find it in the cosmetic section not on the penances so that is why I cant find it really.

It's in each individual class penance! Go to your class, for Psykers, it's in the 2nd row after First Steps.
